Jody Williams, winner of the 1997 Nobel Peace Prize, is expected to visit both Koreas in October to discuss landmine issues on the Korean Peninsula, an official from a local civic group said yesterday.
Williams, 41, founder of the International Campaign to Ban Landmines (ICBL), served as a coordinator for the global nongovernmental organization (NGO) between 1991 and 1998, campaigning for the removal of antipersonnel landmines around the world.
"While in Washington D.C. last week, I met with Williams, who expressed her intention to come to Seoul and Pyongyang in late October to talk about the Korean landmine issue and asked us to arrange the visits," said Cho Jai-kook, coordinator of the Korea Campaign to Ban Landmines (KCBL).
Cho was among a five-member South Korean delegation to the two-day General Assembly of the ICBL and another two-day
international conference for landmine monitor researchers, both held in Washington D.C. last week.
KCBL, set up in 1997, is a coalition of 27 local civic groups campaigning for anti-landmine activities. It joined the ICBL as a full member in December 1997.
"Williams also asked us to arrange meetings with President Kim Dae-jung and defense and foreign affairs ministers," Cho said. The KCBL has asked Williams to visit Seoul since last October.
Following her planned Seoul visit, Cho said, she wanted to cross the truce village of Panmunjom to enter North Korea to meet with North Korean leader Kim Jong-il.
In meetings with the two Korean leaders, Williams was quoted as saying that she would urge them to simultaneously join the 1997 Ottawa convention, which calls for an all-out ban on antipersonnel landmines.
The Ottawa treaty, which went into effect in March 1999, requires signatories to totally ban the use of antipersonnel landmines and their destruction within four years after ratification. A total of 139 countries have signed the treaty and 110 of them have ratified it.
The South Korean government's position is that it will not to join the convention as long as there is a military threat from North Korea.
The government, however, will join the international convention on certain conventional weapons (CCW) in the latter half of this year. The CCW, a 1982 international treaty banning and restricting the use of certain conventional weapons, including undetectable antipersonnel landmines, obliges signatories to end the use of existing antipersonnel landmines within nine years and demand a complete ban on plastic landmines, which are difficult to detect.
"If Williams' visits to Seoul and Pyongyang are realized, it would serve as a turning point in helping both Koreas solve their landmine issues, including the compensation for mine-related civilian victims," Cho said.
