Eventually, Korean Government seeks the way to accept the support of International Humanitarian Mine Action Organizations, and Korean Delegates meet with Ms. Agnes Marcaillou the Director Of UNMAS.
The 23rd International Meeting of Mine Action National Programme Directors and UN Advisors has been held in UN Geneva Office from Feb. 11 to Feb. 14, 2020. The Coordinator Jai Kook Cho of KCBL/PSA and Col. John P. Lioyd of UNC, Deputy Director Mr. Lee Soonsung of the Ministry of National Defense took part in the meeting and talked about mine policy of Korean government with directors of International Humanitarian Demining Organizations and UN advisors. At the morning of Feb. 11, Korean representatives had a side event of briefing concerning Demining and Human Remains Recovery in DMZ. Mr. Lee who was the first delegate from the Korean government to Mine Action meetings reported that Korean government prepare to establish Korean Mine Standards and Korea Mine Action Center in order to cooperate with NGOs and International Demining Organizations to clear mines in the DMZ. Directors and Advisors who attended to the event welcomed the new policy of the Korean government and expressed the positively support to Korean Mine Action. Korean Delegates also had opportunity to meet with Ms. Agnes Marcaillou the Director of UNMAS(United Nations Mine Action Service) to explain the recent situation and ask her support. She thanked to professor Cho for Korean translation of IMAS and TN saying that we have a same purpose to clear mines in the DMZ. She expressed to agree with the new policy to accept the support from the International Demining Organizations as adding her expectation of positive change from DPRK( North Korea) government. At 74 General Assembly of the United Nations, the president Moon Jae-in of South Korea had addressed that cooperation with the international community, including the UNMAS, will not only guarantee the transparency and stability of demining operations, but also instantly turn the DMZ into an area of international cooperation.
At Nov. 15, 2018, KCBL had held the International Symposium on the Role of NGO for Mine Clearance in the DMZ, and the United Nation Command had held the Mine Action Workshop at Jan. 10 to Jan. 11, 2019. Those two meetings could take an initiative of positive discussion to invite the international demining bodies for Mine Clearance in the DMZ with directors and advisors of international Mine Action Community. KCBL has asked the Korean government to accept the private sector as international humanitarian demining organizations to clear minefields which have no longer the need of maintain due to withdrew of US army since its foundation. Moreover, the Ministry of National Defense had submitted the draft of the Act on Private Mine Clearance Works to the National Parliament on September 2010 in order to accept private sectors for solving the problem of large amount minefields out of the DMZ.
